Our current view of the service

Inadequate

Waverley Nursing Home is a care home registered to provide personal and nursing care for a maximum of 20 people. At the time of our assessment 12 people were living at the home. The onsite assessment were 5 September and 18 September 2024. We assessed all quality statements in safe, effective, caring, responsive and well-led key questions. The service was rated inadequate at the last inspection and was placed in special measures. Following this assessment the service rating remains inadequate and therefore remains in special measures. We found the improvements needed had not been made, people were not receiving the care and support they needed and there were 6 breaches of regulation. We found breaches of regulation in dignity and respect, safe care and treatment, meeting nutrition and hydration needs, premises and equipment, good governance and staffing. We took urgent enforcement action on this service for a breach of regulations of the Health and Social Care Act 2008 (Regulated Activities) regulations 2014. We put additional referrals through to Merseyside Fire and Rescue, Local Authority and safeguarding teams due to concerns we had identified.

People's experience of the service

We received limited feedback from people with regards to their experience of the service. Our observations however, found elements of care did not meet the expected standards. One person told us they had no oral care products such as toothpaste and a toothbrush and they stated they could not remember how long since they had received support with oral hygiene. We observed other people without oral hygiene products. People did not consistently receive good quality personal care, and their dignity was not always considered and respected. There was a lack of choice and limited access to stimulation and activities. Inspectors observed people without access to call bells and One person told us, “I can't reach my call bell so I just shout for staff when needed, this may take some time when the door is shut.” Our observations identified significant safety concerns throughout the environment and with equipment. People did not always experience safe care. This was because staff did not have clear guidance on how to support people. They had not been trained on people’s diverse needs. People were at risk of abuse.
