Our view of the service

Orchard Views is a residential care home that provides accommodation and personal care for older people. The service can support up to 40 people. At the time of our first visit there were 25 people using the service and 13 people at our second visit. This assessment was prompted in part due to concerns shared with us by the local authority. This assessment examined those risks. At the time of our first visit the service had been placed in organisational safeguarding by the local authority and a hold placed on any new admissions. At our second visit the local authority had withdrawn their contract with Orchard Views and all residents funded by the Local Authority were being supported to move to alternative placements due to ongoing concerns. The provider was in the process of recruiting a new manager following a number of changes within the senior team. We found breaches of regulations in safe care and treatment and good governance. We found concerns in the areas of medicines management, assessment and management of risk and care planning. The governance systems in place were not robust or effective in identifying or mitigating risk. Assessment activity started on 21 November 2024 and ended on 20 December 2024. We visited the service on 21 November 2024 and 18 December 2024. We looked at all quality statements in safe and well led and one quality statement in caring and responsive. The overall rating for this service is ‘Inadequate’ and the service is in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of care they provide. We have asked the provider for an action plan in response to our concerns.

People's experience of this service

People told us they felt safe. One person told us, “Nothing can be perfect, but I feel happy here.” Another told us, “As nice as anywhere, staff are all nice and I feel looked after.” However, we received mixed feedback from relatives regarding the quality of support provided, staffing levels and activities. One told us, “None of the visiting family are even sure [Name] is being got up as [person] always seems to be in bed when we visit.” Another said, “I think I would class most of the staff as friendly and helpful, but I am not sure their care stretches to supporting [Name] to stretch themselves and not hide away in their room.” We found on both our visits that people were not consistently receiving person centred care or risks to their health, safety and wellbeing managed effectively. While feedback about the service was mixed, our assessment found that care did not meet the expected standards.
