Saint Lawrence Residential Care Home is a care home registered to provide accommodation and personal care for up to 23 people, including older people and people living with dementia. At the time of our inspection there were 16 people using the service. Saint Lawrence Residential Care Home was last rated Requires Improvement (Published 8 August 2023). The report was published following CQC’s previous inspection approach using Key Lines of Enquiry (KLOEs), prompts and ratings characteristics. This assessment has been completed following the Care Quality Commissions (CQC) new approach to assessment; Single Assessment Framework (SAF). We identified 7 breaches relating to the identification and management of risk, medicines, infection, prevention and control, consent to care and treatment, staffing and governance. This inspection was completed by 2 inspectors, 1 medicine inspector, and 1 Expert by Experience. We assessed 15 quality statements within 2 key questions. We spoke with 6 people who lived at the home and 3 relatives. We spoke with 6 staff including the provider, manager, senior care assistants and care assistants. There was no evidence of continuous learning or systematic approach to improvement. People were not supported to have maximum choice and control of their lives. Medicines were not always managed safely. The provider did not give people care and support in a safe, clean, well equipped, well-furnished and well maintained environment that met their needs. There was a lack of effective monitoring in place and this had resulted in poor outcomes for people using the service. In instances where CQC have decided to take enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have also asked the provider for an action plan in response to the concerns found.
