We found no evidence of plans to support people to move on, for example, some people may have been considered appropriate for an independent living rather than a residential care setting.

Intrinsically linked to this quality statement is the quality statement around delivering evidence-based care and treatment. Whilst people’s experiences and expectations differed, improvements were required to better achieve positive outcomes people.

Leaders acknowledged to us the overall model at Norton Street was not evidence-based and was not operating in a way that supported people to achieve good outcomes. A contributory factor to this was the fact Norton Street is registered as a care home, when in fact its operation is far more aligned to that of a supported living service. We spoke at length with the operations manager about this, and we will continue to follow up this issue outside of the assessment framework.

As evidenced throughout this assessment, systems and process at Norton Street did not always support peoples equality in experience or positive outcomes.
