Our view of the service

Deepdene Court is a residential care home providing personal and nursing care to up to 35 people. The service provides support to people with a range of mental health needs, including complex and enduring conditions or addictive behaviours such as substance misuse. At the time of our inspection there were 32 people using the service. We carried out our on-site assessment on 18 January 2024, off-site assessment activity started on 19 January 2024 and ended on 25 January 2024. We looked at 8 quality statements; safeguarding; involving people to manage risks; safe environments; safe and effective staffing; shared direction and culture; capable, compassionate and inclusive leaders; freedom to speak up; and governance, management and sustainability. At the last inspection undertaken on 29 June 2023, the provider was in breach of Regulation 12 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, Safe care and treatment. At this assessment, there were improvements in managing environmental risks at the service. However, there remained breaches of regulation due to failures in managing risks to people and lack of suitable staffing. At the last inspection undertaken on 29 June 2023, the provider was in breach of Regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, Good Governance. At this assessment there had been a failure to make improvements and there remained a breach of regulations due to shortfalls in the management and governance of the service. There was also a breach of Regulation19 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, Fit and proper persons employed, due to failures in recruitment systems.

People's experience of this service

People said they were happy living at Deepdene Court because they liked the staff who knew them well and understood their needs. People told us they felt safe living at Deepdene Court and they had developed positive relationships with staff. One person told us, “Inside here I feel safe, the staff are all good.” People knew how to raise concerns and said they felt comfortable to talk to staff about anything that worried them. There were concerns about staffing issues and changes of management. One person said, "The staff keep changing." People were supported to be involved in making decisions about their care and support. One person said, “I am involved, they (staff) ask me what I want.” People described how staff supported them to remain independent. One person told us, “They like you to do what you can for yourself and to be independent.” A person told us about their mental health needs and explained how they needed regular medicine for this. Some people were not receiving their medicines consistently, and as prescribed, this increased risks to people of their health deteriorating. People described improvements at the service including with the environment . One person told us about their room being decorated and said, "It's really comfortable." Another person explained how staff were supporting them and others with the no smoking policy inside the home. They told us, "We had someone from the fire service come and talk to us about the dangers of fire. The staff remind us not to smoke indoors."
