Rosehill Care is a domiciliary care agency that provides personal care and support to people living in their own homes. At the time of this assessment 4 older people were receiving personal care and support from the service. This service was registered with the Care Quality Commission on 14 April 2022 and this was their first assessment. The assessment was a full comprehensive assessment of all quality statements and was carried out by 2 inspectors. This onsite visit to the providers offices was announced. We gave the provider short notice of our visit because we needed to be sure that the registered manager would be available to support the assessment. The assessment started on 6 November 2024 and ended on 13 November 2024. Based on the findings of this providers first Care Quality Commission [CQC] assessment we have rated them good overall. The service ensured people using it were kept safe and were well-cared for, and the provider operated an effective and responsive service. However, we identified a breach of Regulation 17 (Good Governance) of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. Systems to assess, monitor and mitigate risks to the health, safety and welfare of people using the service were not effective and placed people at risk of harm. Governance systems in place had failed to detect or mitigate the risks identified. Please see the action we have told the provider to take at the end of this report. We will request an action plan from the provider to understand what they will do to improve the standards of quality and safety. We will work alongside the provider and local authority to monitor progress. We will continue to monitor information we receive about the service, which will help inform when we next assess them.
