During an assessment under our new approach

Rynes Healthcare is a homecare agency providing personal care and support to people in their own homes. Three people were using the service at the time of our assessment. The assessment started on 26 July 2024 and ended on 9 August 2024. We visited the homecare agency’s office on 26 July 2024 and met with the registered manager. We reviewed records the registered manager sent us after the site visit, including care records, risk assessments, quality audits, and records of staff recruitment, training and supervision. We spoke to three relatives of people using the service to hear their feedback about the care provided, and four members of staff about the training and support they received. The assessment was prompted in part by notification of an incident following which a person using the service died. This incident is subject to further investigation by CQC. As a result, this inspection did not examine the circumstances of the incident. The information CQC received about the incident indicated potential concerns about the support people received to maintain their skin integrity. This assessment examined those risks. We found two breaches of the legal regulations relating to the need for consent and governance. The provider had not always provided people’s care in accordance with the Mental Capacity Act 2005 or followed their own policy in relation to the Act. The provider had not operated an effective system to assess, monitor and improve the quality and safety of care provided. However, people received care and support from skilled staff who treated them with compassion, helped them manage risks and advocated for them to help them access care and treatments from professionals.
