Our view of the service

Date of assessment 22 April to 7 May 2024. We visited the office on 22 April 2024. We reviewed records offsite and spoke with employees and people and their relatives between 25 April 2024 to 3 May 2024. AMG Care Services Ltd is a Domiciliary care agency (DCA) providing personal care for people living in their own homes in the community. This was a responsive assessment due to concerns raised to us about the service. Not everyone who used the service received personal care. This is the first assessment of the service. The assessment did not cover all parts of our Single Assessment Framework. We reviewed quality statements in Safe and Well-led key questions only and have therefore not given the service an overall rating. We will carry out future assessments to cover other parts of the Framework and will update our website with our findings. We found 4 breaches of the legal regulations in relation to safe care and treatment, governance, staffing and fit and proper person employed. Risks to people were not always assessed, monitored and managed to keep them safe. Medicines were not always safely managed. The provider had failed to operate robust recruitment procedures, including undertaking any relevant checks. The provider had failed to ensure staff were trained to enable them to deliver safe and effective care and support to people. Governance systems and audits were not always effective in identifying or addressing areas for improvement. However, we did receive positive feedback from partners who work with the service regarding completing detailed initial assessments and being responsive and flexible to people’s needs. We have asked the provider for an action plan in response to the concerns found at the assessment.

People's experience of this service

We spoke with 5 people who use the service and 6 relatives as part of our assessment. People and their relatives were generally happy with the care they received. People said staff asked for their consent for care. They said they felt safe with staff and knew how to raise concerns if needed. People told us “I have always felt safe in their care”. A relative commented “There are no concerns at all”. People told us staff overall came on time and completed visits as planned. If staff were running late, they would generally be informed. People and their relatives had mixed views on whether staff had received the required training. They also told us they did not receive support with their medicines, so we were not able to gain evidence of their experience in this area. While the people we spoke to expressed that they were generally happy with their care, our assessment found elements of care did not meet the expected standards.
