Our view of the service

Date of assessment 3 April to 5 April 2024. Haydock House is a care home registered to provide personal care for a maximum of 16 people. At the time of our assessment 11 people were living at the home. People living at the home were both older and younger adults. We received information which indicated people were not receiving safe care. We assessed a total of 7 quality statements from the well-led key question and found continuing areas of concern. The scores for these areas have been combined with scores based on the key question ratings from the last inspection. The service was rated inadequate at the last inspection and was placed in special measures. Following this assessment the service rating remains inadequate and therefore remains in special measures. The service was not well-led. We identified multiple failings with regards to lack of reporting of incidents and safeguarding concerns. A lack of overall management and direction within the service and staff did not receive regular supervision or support for their role. Not all staff had received appropriate training and staff rotas were not arranged to facilitate appropriate support for people using the service. Risks to people were not mitigated and people’s care was not planned or reviewed in a person centred way. Staff were not always aware of the needs of the people they were supporting. Where improvement action plans were in place, these had not been reviewed on a regular basis or actions taken within timescales. No effective systems were in place for people’s voice to be heard or suggestions to be acted upon. Governance systems had not been effective in identifying the concerns we identified through this assessment. April 2024

People's experience of this service

People were not actively involved in sharing feedback to allow for improvements. People were not supported to access the community at times of their choice, one person told us, “I have been waiting all day.”
