During a check to make sure that the improvements required had been made

We carried out this inspection to follow up progress on a compliance action identified at our last inspection on 11 October 2013. The provider sent us a detailed action plan and stated the service would be compliant by 31 October 2013. During our review we found the necessary improvements had been made.

The provider told us they had not recruited any new staff since our last inspection. We therefore asked for a copy of their revised recruitment and selection procedure. From this we could see appropriate arrangements had been put into place for the recruitment of new staff. The provider confirmed all new starters completed an induction programme which took account of recognised standards in social care settings. This meant effective procedures were in place for the recruitment and training of new staff.

During a routine inspection

People using the service told us they were satisfied with the care and support provided by the agency. People spoken with confirmed the service was flexible and reliable and the manager and staff were caring and friendly. One person said 'Everyone is very good and very efficient at their job' and another person commented, 'I'm so well looked after, they are always so friendly and cheerful'. People told us they had fully discussed their care needs and their rights to privacy and dignity were fully respected.

There were suitable arrangements in place for safeguarding vulnerable adults including the availability of information leaflets produced by the local authority.

Whilst staff were supervised during their probationary period, we found an essential check had not been carried out for a new member of staff before they started working for the agency. Such checks are important to ensure staff are suitable to work with vulnerable adults.

People were given appropriate and relevant information about how to raise a complaint.

During a routine inspection

People using the service and their relatives told us they were very satisfied with the way the agency delivered their care and support. People said they shared a good relationship with their staff who they described as 'excellent' and 'very caring'. One person said, 'I can't fault them in any way, they always go that extra mile and do whatever they can to help.'

People were involved in their assessment of needs and the development of their care plan. People's views were taken into account and they were therefore able to influence the delivery of their service.

Relatives told us they were satisfied with the support their family members received with their medication and confirmed they were given their medication when they needed it. Appropriate records were maintained of the administration of medication.

Staff were provided with appropriate training opportunities and were provided with ongoing support.

Arrangements were in place to monitor the quality of the service. People were given the opportunity to complete a satisfaction questionnaire and were asked for their views about the service on an ongoing basis.

People using the service and their relatives told us they were very satisfied with the way the agency delivered care. One person described the service as 'excellent'. People said the service was reliable and the staff were committed and always punctual.

People made complimentary comments about the manager and staff, who they said were 'caring', 'respectful' and 'efficient'. One person said the staff were very well trained and knowledgeable about their role.

People were involved in their assessment of needs and the development of their care plan. Their views were taken into account and they were therefore able to influence the delivery of their service. People felt the manager was approachable and accessible and they could contact her if they had any concerns or queries.
