During an assessment under our new approach

During the assessment of this location the provider notified the CQC the location name would be changing from Baycroft Great Baddow to Greenwood Court Care and Nursing Home. For the remainder of the report the location will be referred to as Greenwood Court Care and Nursing Home. Greenwood Court Care and Nursing Home is a ‘care home’ with nursing care. People in care homes receive accommodation and nursing and/or personal care as a single package under one contractual agreement dependent on their registration with us. CQC regulates both the premises and the care provided, and both were looked at during this inspection. This is the first assessment of this service under its new provider. At the last inspection under the old provider the service was given an overall rating of good, and outstanding in the domain of responsive (published 19/04/2019). We reviewed 33 quality statements during this assessment covering safe, effective, caring, responsive and well-led. The service did not currently have a manager registered with the Care Quality Commission. However, the manager overseeing the day to day running of the service was in the process of submitting their application and shall be referred to as the manager throughout this report. We found 3 breaches of the legal regulation in relation to safe care and treatment including the unsafe management of medicines; inadequate staffing and poor staff deployment; and a lack of robust clinical governance. We were not assured there were enough suitably qualified, competent, skilled and experienced staff deployed to ensure people’s care and treatment needs were met. The provider did not have effective systems in place to safely manage medication. Internal audits had failed to identify concerns found during our assessment. Governance systems and audits were not effective in identifying or addressing areas for improvement. We have asked the provider for an action plan.
