During a routine inspection

We looked at care plans that clearly explained how a person living in the home preferred to be supported. We saw information about the choices that people using the service had made. This demonstrated to us that people were fully consulted at every stage of their care. People living in the home told us that their needs were met and that staff were always very helpful.

There were appropriate measures and procedures in place to regularly assess the building to support the safety and wellbeing of people living in the home. One person living in the home who we spoke with told us that they often went out for the day but always told a member of staff before leaving. This meant that the provider could ensure the safety of people living at the home by continued monitoring of who was entering or leaving the building, as well as supporting and maintaining a person's independence. However, we did discuss with the provider the routines and procedures they had in place which related to people being shown around the home.

We saw records that showed us a quality audit was regularly undertaken by the organisation to monitor the quality of the service that was being provided. There were also monitoring systems in the home that informed the development of new processes.

During an inspection in response to concerns

During our inspection we reviewed care plans and we found that people received the care and support that met their assessed needs. People received additional support from health care professionals when this was needed. We saw records that showed the health and well being of people had improved since they had moved into the home.

We looked at a record of staffing levels for January 2013 and found that these reflected the amount of staff on duty. Staff stated that while the needs of people living in the home were being met, staff often went without breaks to achieve this. Staff told us they occasionally had to use agency staff, for instance if there was staff illness. We were told that any agency staff were usually known to the home, meaning they were aware of the support that was needed by people.

We saw a document that listed the training that each member of staff had completed. Staff said they did have regular refresher training and that they could ask for any additional training they felt was necessary to meet the needs of people living in the home.

During a routine inspection

We spoke with five people who lived in the home. People told us that their needs were met and that they were consulted about the care and support that they were provided with. People were complimentary about the staff that cared for them and told us that they always treated them with respect and that their privacy was respected. They told us that sometimes they had to wait for help because staff members were very busy. They also told us that activities were not provided everyday and that sometimes they were bored. They explained that the environment was comfortable and clean and that they were provided with good quality meals.

We also used the Short Observational Framework for Inspection (SOFI). SOFI is a specific way of observing care to help us understand the experience of people who could not comment. We observed two groups of five and six people for forty-five minutes. We saw that when staff members were with people that they used explanation and negotiation when working with the person and used reassurance and praise appropriately. We noted that each person had their opinions respected and were included in the general conversations that occurred. We saw that staff responded well to the needs of people, gave them individual attention, listened and spoke to them in a positive, encouraging manner and encouraged them to make choices.
