During our assessment of this key question we found that peoples plans and care was not always person-centred, and that the activities available did not meet the needs of all the people using the service. We found that staff morale and well-being at the service was low.

Independence, choice and control

Some people told us they were involved in planning their care and felt listened to, however this was inconsistent across the service. Some people told us they felt there was little to do in terms of meaningful activity. People told us 'There's nothing to do here', and 'The ladies do more, I am not invited.'

Some staff members told us there was a lack of activities taking place and that accessing the community was an issue. Staff told us 'We are limited in outings as we don’t have enough drivers', and 'There's not enough activities'. Managers at the service told us they were in the process of implementing additional activates based on feedback from people who use the service.

Throughout the service there was limited signage to support with orientation around the home particularly in areas that specialised in the support of people with dementia. Some communal areas of the home were used for the storage of items and some furnishings required cleaning, this meant that some of these areas were not as inviting as they could have been. People were able to personalise their bedrooms and visitors were welcomed within the home.

Processes in place had not ensured that all plans were person centred. Some people who required additional support to communicate and take part in meaningful activities did not always have plans in place to ensure this was possible.

Workforce wellbeing and enablement

Staff told us that morale at the service was low. Staff raised concerns regarding insufficient staffing levels which impacted on their ability to deliver care to people. Some staff told us they felt unappreciated in their roles. Staff told us they did not feel listened to when discussing their concerns with the management team.

Processes were in place to support staff to share their concerns, however these processes had not ensured that issues with well-being and morale had been addressed. The management team told us they had implemented processes to support staff to raise concerns and advised that staff surveys were due within the organisation. The management team advised that there was an ambition to implement meaningful action from this, these improvements will take time to embed.
