Our view of the service
Parkville Care Centre is a care home providing nursing and personal care for up to 94 older people, including people living with dementia. The home provides care and support to people within two buildings. At the time of the inspection 65 people were living at the home. We carried out an onsite and offsite assessment. Activity started on 11 June 2024 and ended on 10 July 2024.We gathered information from people using the service, their relatives, a director, the quality improvement manager, the registered manager, deputy manager, clinical lead, nurses, staff and health and social care professionals involved with the service. We looked at 24 quality statements. Recently there had been an instability in management and this had led to some deterioration in practices at the home. The quality improvement manager and nominated individual had ensured a thorough review of the service had been completed and action taken to make changes. A new manager, deputy manager and clinical lead had started working at the home. Medicine management had not always been effective but robust action was being taken to resolve these matters. We found staff now understood their role in ensuring medicine was safely administered. Work was being undertaken to complete a full refurbishment of the home and new maintenance staff had been employed who understood the requirements of their role. They were ensuring all the necessary checks were completed. The director had worked with staff to improve morale. Staff were extremely positive about the new management team and how well supported they felt. They described how their work was routinely praised and recognised by the management team. All felt confident they could readily improve the service and their ideas would be valued. We observed staff worked with people in a sensitive, caring and considerate manner. They encouraged people to be as independent as possible and really encouraged them to reach their full potential.
People's experience of this service
We spent time at the service on 2 separate occasions and most people we met shared their views. People told us they were happy at the home, staff provided care in a timely and responsive manner. One person said, “The staff are all lovely and know what they are doing. There were a few changes in staff when the last manager was here but since they left it is much better. I do like it here.” People discussed how they were made to feel integral to the service and important. People told us about their roles on the resident’s committee and how staff had supported them to pursue productive activities such as tending to the gardens. Some individuals had very limited verbal communication skills, so we observed interactions between staff and people. We observed staff worked with people in a sensitive, caring and considerate manner. They encouraged people to be as independent as possible and really encouraged them to reach their full potential. All interactions were conducted in a positive manner. An expert-by-experience contacted relatives. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service. Overall, relatives found the service met people’s needs and kept them safe. They found staff were competent, caring and treated people in a dignified manner. Most relatives told us they have not had to make any complaint since their relative has been resident at the home but knew who they would raise things with if the need arose. A relative said, “I think they are all well trained. I know that quite a lot of the staff there are trained in dealing with dementia. They are all also all very professional especially the nurse. If I ask a question while I am there, they won't answer me in front of [person’s name]. They are very person centred.” Another said, “A while ago there were some issues with the medicines, but staff told me straight away and this has improved.”
