During an inspection in response to concerns

People and their relatives who used the service told us they were happy with the service they received and how staff cared for them. One relative told us, 'I would give them ten out of ten. They turn up on time and look after my wife well. We have no problems. I know she is in safe hands.'

Staff we spoke with said they had enough time to deliver the care to people which was documented in their care plan. One member of staff said, 'Everyone had an up to date care plan. I double check it every time I visit. They are very easy to follow.'

People experienced care, treatment and support that met their needs and protected their rights.

Appropriate checks had been completed before staff began work to make sure they had the relevant experience and skills for the role. However; we found that there was a lack of evidence to demonstrate that some staff had completed a satisfactory induction programme and some mandatory training. This meant it was not possible to determine that all staff had the necessary skills and competence to ensure that people who received the service were cared for appropriately.

During a routine inspection

On the day of our visit, the service provided care to eight people. Due to their complex needs, it was only possible for us to speak with one person who used the service. However; we looked at the results of five service user satisfaction questionnaires and spoke with one relative, four staff members and looked at five people's case records.

Staff we spoke with were clear about their roles in relation to consent and promoting people's rights. One member of staff told us, 'We would always respect people's choice to refuse our support but I would phone the manager for advice if that happened.'

People told us that they were happy with the care they received from staff. One person said, 'The staff are marvellous; they go above and beyond their remit. They know I like adventure video's and books and they are always bringing them for me; they don't have to but that is what they are like.'

One relative commented, 'Every carer who comes to support my Dad; not only are they very good, they also go the extra mile. We are more than happy with the carers themselves.'

People who used the service were protected from the risk of abuse because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

Staff had the necessary skills and training required to deliver the care and support people needed.

The service had a system in place to monitor and audit the service provided.
