Our view of the service

Walberton Place Care Home provides personal care and support to people. The service provides support to older people. We carried out our on-site assessment on 1 August 2024, assessment activity started on 1 August 2024 and ended on 9 August 2024. We looked at 15 quality statements in the Safe and Well Led domains. The service had made improvements and was no longer in breach of regulations. Staff now assessed and mitigated risks and care plans guided safe practice. Medicines were now managed safely and monitoring of incidents had improved. People were now safeguarded from avoidable harm and abuse and there were enough suitable staff to ensure people’s safety and to meet their needs. Governance systems and audits had improved, however there was a lack of consistency in identifying or addressing all areas for improvement. An assessment has been undertaken of this service that is used by autistic people or people with a learning disability, but is not registered as a specialist service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The service had not fully considered the needs and aspirations of a younger person with learning disabilities and this had a negative impact on their quality of life. Following this assessment, the provider was working with partner agencies to ensure these shortfalls were addressed. This service has been in Special Measures since 7 December 2023. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.

People's experience of this service

People and their relatives were consistently positive about improvements in the standard of care provided at Walberton Place Care Home. People said they felt safe and were included in decisions about how to manage risks. People were supported by staff who knew them well and were familiar with their needs. A relative told us “The staff are kind, gentle and patient.” Another relative said they believed improvements were due largely to the new registered manager. They said, “She (registered manager) gets things done and is very, very approachable. In my opinion they have really turned the place around.” The outcomes for a person with learning disabilities did not fully reflect the principles and values of Right support, right care, right culture. The model of care and setting did not maximise people’s choice, control and independence. Following the inspection, the registered manager told us what they would do to ensure the person’s needs were reviewed. People were now receiving their medicines safely from staff who were trained and assessed as competent to administer medicines. People told us staff supported them to remain safe and ensured the home was always clean.
