Our view of the service

Dates of assessment 22 October, 19 November and 22 November 2024. St Lukes Care Home is a care home providing accommodation for nursing and personal care to older people, some of whom were living with dementia to up to 60 people. At the time of this inspection there were 42 people living at St Lukes Care Home. The last rating for this service was requires improvement. The overall rating remains the same at this assessment. We assessed 15 quality statements across Safe and Well led. The inspection team consisted of 2 inspectors, a medicines inspector and an Expert by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service. We spoke with 19 staff who worked at the home. This included the home manager, principal manager, clinical lead, care staff, activity coordinator, nurses, housekeeping and agency staff. We reviewed a range of records. This included 12 people’s care records, multiple medication records and clinical records. We looked at records relating to the management of the service and people’s safety, such as checks on the premises and people’s personal emergency evacuation plans. We looked at audits and checks undertaken by the manager and provider’s representatives about the quality of the care provided. We identified 3 breaches of regulation in relation to training, involving people to manage risks and good governance. Some staff had either not completed or updated training in some key areas and restrictions had not been assessed or recorded appropriately. There were shortfalls in the governance and management oversight of staff training and recording appropriate restrictions in place at St Lukes Care Home.

People's experience of this service

During our assessment we spoke with 3 people and 14 relatives and observed staff interacting with people. We spent time observing and talking with people about how they were cared for. We carried out 3 short observational framework for the inspection (SOFI) which helped us understand the experiences of people using the service who could not speak with us. We used observation to assess whether they received good care and on each visit to the service, we found people had meaningful interactions from staff. We gathered feedback from 4 external health and social care professionals to share their experiences of care and working with the service. Generally, people and relatives spoke positively about the service and described staff as caring, friendly and knew their loved ones well. We observed staff respecting people’s dignity when interacting with people. One relative told us, “I have no worries about [Name] care, very happy, atmosphere is homely and welcoming.”
