Our view of the service

Mariantonia House is a 13 bedded residential home for people with learning disabilities and/or mental health conditions. Our assessment ran from 15 July 2024 to 23 September 2024 and we visited the service on 15 July, 18 July and 17 September 2024. We spoke with 5 people that used the service, 9 staff and 5 relatives. We also spoke with the registered manager who is also the nominated individual and part of the partnership that owns the service. The service has been registered with CQC for 14 years. We found several breaches of The Health and Social Care Act regulations relating to how people were safeguarded from abuse and improper treatment. There were signs of a closed culture at the service. On 24 July 2024 we served a notice of decision (NOD) to restrict new admissions due to these safety concerns. We found where a person had not been believed or supported when they raised concerns of abuse. Safeguarding policies were not followed leaving people at exposed risk of abuse. People’s medicines were not managed safely and processes did not make sure medicines were stored or administered safely. Governance of the service was inadequate. Leaders had no processes to monitor and improve the quality and safety of the service as a whole. This meant there were numerous risks that were not identified by the local leadership team. The service management had significant input from both the local authority and the local integrated commissioning board during our assessment process to support this service to improve governance. However, the improvement was not sufficient to significantly reduce the risk of harm to people using the service.

People's experience of this service

People and relatives gave positive feedback about their experiences at Mariantonia House. People told us they were able to go out and staff were kind and caring. However, we found the lack of accountability, systems and governance had meant people were at risk of harm and financial abuse.
