People and their relatives were actively involved in developing their care plans. People’s care plans contained information about the type of decisions they were able to make and how best to support them to make these decisions. However, care and support delivered was at times task orientated, there was lack of choices given and was not person centred. There was also lack of social stimulation and activities. There was a range of equipment available to support and maximise people’s independence and outcomes from care and treatment.

Independence, choice and control

Score: 3

People were not always given choice and control over their own care and treatment. We observed staff could be task orientated and there was a lack of social stimulation and activities, which could promote well-being. One person said, “I just sit here, I am bored.” Family and friends were free to visit when they wished. There were no restrictions placed on when they could come. People told us their independence was not always promoted. One person wanted to get out of bed but said, “I haven’t been out of bed since I have been here.” A visitor also told us their relative was also not getting out of bed and they felt it was causing their relative to deteriorate.

The management team told us they had just recruited a new activity coordinator and they had started induction the day of our visit. They said the reintroduction of a dedicated activity person would improve people’s well-being.

We saw staff in communal areas ensuring peoples safety, but were not engaging with people, no chatting or inclusive conversation promoted. We observed mealtimes and saw lack of choices given, people were given a cold drink with meals placed in front of them with no choices given at the time.

People and their relatives were actively involved in developing their care plans. This included identifying their needs on the grounds of equality characteristics and looking at how those needs would be met. It also included finding out about their choices and preferences. The plans were regularly reviewed. However, people were not always encouraged to make choices and decisions following their care plans. The service was not always providing meaningful activities, linked to people's hobbies and interests to promote well-being.
