Safe
The registered manager had failed to notify of 2 safeguarding incidents which happened at the home. This was discussed with the registered manager and the notifications were sent to CQC shortly afterwards. The service was safe. There were systems and processes in place to protect people from abuse and avoidable harm.

Safeguarding
People told us they felt safe living at the home. One person told us, "The staff are very good, they help me to stay safe, I like it here."
Staff told us they had received training in safeguarding adults and they knew how to keep people safe. Staff told us they understood safeguarding involved assessing and reducing the risk of people coming to harm.
We observed staff speaking to people in a friendly and respectful manner. They understood when people wanted to be left alone, but were able to respond immediately when people requested help or wanted to speak to someone.
The provider had systems and policies in place to protect people from the risk of abuse and harm, but these were not always effective. Although the registered manger had not notified CQC of 2 safeguarding concerns, issues raised at the service had been sufficiently documented. The local authority had been contacted and notified of concerns which had been raised. Preventative measures had been put in place to ensure issues raised were not repeated.
Involving people to manage risks
People were able to approach management to discuss confidential matters about their care. The managers had an open-door policy and people spoke positively about the support they received from both staff and managers. People knew what was in their care plans and risk assessments, and they understood the support they required.
Staff told us they understood the people they supported were the most vulnerable in the community. They understood the need for people to be supported effectively especially when out in the community. Staff told us they sat with people to plan trips into the community to meet people's social interests. Staff ensured people were supported and encouraged to be independent. One staff member told us, "We make sure [people] have choices. Personal care is mostly prompting. People can do things but would self-neglect if we didn't remind them. People are very good at say[ing] what they want. If someone doesn't want to do something, I will leave them and try again later.
The provider had measures in place to ensure people's needs and choices were assessed and documented prior to the delivery of care in the home. Care plans reflected a good understanding of people's needs in relation to daily activities, communication support needs, goals and aspirations.
People's care needs were assessed prior to the delivery of care. Risk assessments and care plans were reviewed regularly. There were monthly resident meetings where people could discuss issues which were important or of concern to themselves.
Safe environments
People's care and support was delivered in a safe, clean well furnished and well maintained environment. People's bedrooms were personalised. One person told us they had chosen their own furnishings and items with support from the staff.
Staff told us they were aware of how to keep the home environment safe and clean. A staff member told us, " We check everything in the environment at the start of each shift to make sure all is clean and safe for people. We check the kitchens and the bathrooms each day."
The house looked clean and tidy, it was well furnished and well decorated. There were no odours throughout the home. The communal areas were spacious, and the kitchen and bathrooms were clean and well maintained. The hot water in the 2 bathrooms ran at a comfortable temperature.
We saw a range of records to support quality checks and audits were in place. This ensured the home environment was safe and well maintained. We saw evidence to support gas safety certificates and electrical portable appliance testing certificates were up to date. There was a cleaning schedule in place, which included weekly deep cleans, and monthly deeper cleans. There were daily kitchen audits which included fridge freezer temperature checks, and food labelled and dated where appropriate.
