People and their relatives were actively involved in developing their care plans. People told us staff were kind and compassionate and supported them to be independent if this was their choice. Staff could describe how they supported people to maintain independence and with choice and control and policies supported this practice. However, people’s care plans did not contain sufficient information about the type of decisions people were able to make and how best to support them to make these decisions. Independence, choice and control

Staff met with people and their relatives to discuss their support and any changes that were needed. Staff could describe how they encouraged people to maintain independence and how they supported them to have choice and control over their lives. One staff member said, “Independence is about encouraging them to do as much as they can for themselves but also looking at the care plan to see what they need.”

Whilst staff were knowledgeable and had received training in the Mental Capacity Act (MCA) we found no evidence of MCA assessments being completed. This meant decisions were made on behalf of people which may not be in their best interests. People's support, choices and preferences were not detailed in their care plans. People’s care records did not remind staff, when providing care and support, to seek people’s consent, support people to do as much as they could and wanted to do for themselves, and to make sure people’s right to privacy and to be treated with dignity were respected.

People told us that they were involved in discussions about their care plan, staff were kind and caring, and they were supported to be independent. One person said, “They will leave everything I need close to hand as I am bed ridden and so when I am alone, I can reach things I may need. They think of everything for me.” Another person said, “I don’t have much anymore but I do have control and I am listened to.”
