Our view of the service
Date of assessment 17 September to 17 October 2024. Gloucestershire Domiciliary Care Branch, also known as Dora Matthews House is an extra care housing unit. It provides personal care to people living in specialist housing. Not everyone using the service received a regulated activity; CQC only inspects the service being received by people provided with 'personal care'; help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this assessment, 19 people were receiving personal care from the service. We carried out onsite and offsite assessments. We looked at 7 quality statements; safeguarding, involving people to manage risks, safe and effective staffing, assessing needs, consent to care and treatment, independence, choice and control, and equity in experiences and outcomes. We carried out this responsive inspection as we identified risks at one of the provider’s other locations. People were safe and protected from avoidable harm. People’s needs were assessed and reviewed to ensure they received appropriate care. Staff knew how to meet people’s needs in accordance with their wishes. Staff encouraged people to be as independent as possible. The service had policies and procedures in place to ensure people received the best outcomes. At our last inspection, the service was rated good. At this assessment, the rating remains good. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.
People's experience of this service
Overall, people told us they felt safe. People were very happy with the care and support they received. Comments included, “Care is brilliant. We couldn’t have better. We work together as a team” and “I get on really well with all of them. If we get new ones, they just slot in and carry on.” People told us they had been involved in their care planning and felt their independence was promoted. People kept in touch with people who were important to them and accessed the local community. People felt they were treated as individuals and their views sought and listened to. People told us the registered manager was visible and responsive. One person said, “(Registered manager’s name) is absolutely brilliant, so good, really cares. If she can help she will. If there’s any issues, she makes sure it’s sorted.”
