Safe – we looked at 3 quality statements. This means we looked for evidence that people were protected from abuse and avoidable harm. At our last inspection we rated this key question good. At this assessment we did not assess all quality statements within this key question. The overall rating for this key question remains good based on the findings at the last inspection. This meant people were safe and protected from avoidable harm.

Safeguarding
The service worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. They concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The service shared concerns quickly and appropriately. People told us they felt safe and supported. One person said, “I feel safe. I don’t want to be anywhere else.” All people spoken with told us who they could speak with if they were concerned about anything. This included family, staff, unit managers and nurses. Staff had received training on how to keep people safe from abuse and neglect and confirmed information was available to them on how to report any concerns. One staff member told us they could raise any concerns with the registered manager who was also the safeguarding champion or with the local safeguarding authority.
Involving people to manage risks
The service worked with people to understand and manage risks by thinking holistically. They provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them. People contributed to their care plans and their views were documented. Risks to people were reduced by the risk assessments and care planning in place which provided detailed descriptive and directive information for staff to follow.

Safe and effective staffing
The service made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs. Most people said there were enough staff, and they did not have to wait long when assistance was required. However, one person commented on staff saying, “They are a bit stretched at times.” People told us staff were well trained, understood individual’s conditions and regularly undertook courses.
